the wipers stopped working on my 98 wrangler
i know there are only a few things that could be wrong
either the switch the motor or the fuse
i think that it could be the motor because for a while when the problem first started i could just grab a wiper blade and move it a bit and they would turn on but now they dont work at all
i figure that if they would work intermittently like that for awhile then its probably not the fuse or switch but i dont really know
any help or ideas?

I think there's a relay under the hood.

It also could be the switch in the column.  That's not uncommon.

None of these are terribly difficult or expensive fixes.

Try smacking the cowl with the switch turned on.
If they work then, the brushes are sticking.
You can pull the wiper motor, ditch the rubber "keeps the water IN the motor" shield, then open it up and clean the brushes.
Best long term is to replace the brushes or the whole wiper motor.

Probably wiper motor, my truck was doing the same thing as yours (had to get out and move the wiper to get them working occasionally) then they quit working all together. My daughters car did the same thing and on both vehicles the wiper motor was bad.

DIAGNOSIS AND TESTING - FRONT WIPER &
WASHER SYSTEM
WIPER SYSTEM
The diagnosis found here addresses an electrically
inoperative front wiper system. If the front wiper
motor operates, but the wipers do not move on the
windshield, replace the faulty front wiper module. If
the wipers operate, but chatter, lift, or do not clear
the glass, clean and inspect the wiper system components
as required. (Refer to 8 - ELECTRICAL/
FRONT WIPERS/WASHERS - INSPECTION) and
(Refer to 8 - ELECTRICAL/FRONT WIPERS/WASHERS
- CLEANING). Refer to the appropriate wiring
information. The wiring information includes wiring
diagrams, proper wire and connector repair procedures,
details of wire harness routing and retention,
connector pin-out information and location views for
the various wire harness connectors, splices and
grounds.
WARNING: ON VEHICLES EQUIPPED WITH AIRBAGS,
DISABLE THE AIRBAG SYSTEM BEFORE ATTEMPTING
ANY STEERING WHEEL, STEERING COLUMN, OR
INSTRUMENT PANEL COMPONENT DIAGNOSIS OR
SERVICE. DISCONNECT AND ISOLATE THE BATTERY
NEGATIVE (GROUND) CABLE, THEN WAIT TWO MINUTES
FOR THE AIRBAG SYSTEM CAPACITOR TO DISCHARGE
BEFORE PERFORMING FURTHER
DIAGNOSIS OR SERVICE. THIS IS THE ONLY SURE
WAY TO DISABLE THE AIRBAG SYSTEM. FAILURE TO
TAKE THE PROPER PRECAUTIONS COULD RESULT
IN ACCIDENTAL AIRBAG DEPLOYMENT AND POSSIBLE
PERSONAL INJURY.
(1) Check the front wiper and washer system fuse
(Fuse 14 - 25 ampere) in the fuse block. If OK, go to
Step 2. If not OK, repair the shorted circuit or component
as required and replace the faulty fuse.
(2) Turn the ignition switch to the On position.
Check for battery voltage at the front wiper and
washer system fuse (Fuse 14 - 25 ampere) in the fuse
block. If OK, go to Step 3. If not OK, repair the open
fused ignition switch output (run-acc) circuit between
the fuse block and the ignition switch as required.
(3) Disconnect and isolate the battery negative
cable. Disconnect the cross body wire harness connector
for the right multi-function switch from the
switch connector receptacle. Check for continuity
between the ground circuit cavity of the cross body
wire harness connector for the right multi-function
switch and a good ground. There should be continuity.
If OK, go to Step 4. If not OK, repair the open
ground circuit to ground (G300) as required.
(4) Reconnect the battery negative cable. Turn the
ignition switch to the On position. Check for batterycircuit cavity of the cross body wire harness connector
for the right multi-function switch. If OK, go to
Step 5. If not OK, repair the open fused ignition
switch output (run-acc) circuit between the right
multi-function switch and the fuse block as required.
(5) Turn the ignition switch to the Off position.
Disconnect and isolate the battery negative cable.
Remove the right multi-function switch from the
steering column and check the switch continuity.
(Refer to 8 - ELECTRICAL/FRONT WIPERS/WASHERS/
RIGHT MULTI-FUNCTION SWITCH - DIAGNOSIS
AND TESTING). If OK, go to Step 6. If not
OK, replace the faulty switch.
(6) Disconnect the cross body wire harness connector
for the front wiper motor from the wiper motor
pigtail wire connector. Check for continuity between
the ground circuit cavity in the cross body wire harness
connector for the front wiper motor and a good
ground. There should be continuity. If OK, go to Step
7. If not OK, repair the open ground circuit to ground
(G300) as required.
(7) Reconnect the battery negative cable. Turn the
ignition switch to the On position. Check for battery
voltage at the fused ignition switch output (run-acc)
circuit cavity of the cross body wire harness connector
for the front wiper motor. If OK, go to Step 8. If
not OK, repair the open fused ignition switch output
(run-acc) circuit between the front wiper motor and
the fuse block as required.
(8) Turn the ignition switch to the Off position.
Disconnect and isolate the battery negative cable.
The cross body wire harness connector for the right
multi-function switch is still disconnected. Check
each of the following circuits at the proper cavity of
the cross body wire harness connector for the front
wiper motor for continuity to ground. In each case,
there should be no continuity. If OK, go to Step 9. If
not OK, repair the shorted circuit between the front
wiper motor and the right multi-function switch as
required.
² Wiper park switch sense
² Wiper switch low speed output
² Wiper switch high speed output
(9) Check the continuity of each of the following
circuits between the proper cavities of the cross body
wire harness connectors for the front wiper motor
and the right multi-function switch. In each case,
there should be continuity. If OK, replace the faulty
front wiper module. If not OK, repair the open circuit
between the front wiper motor and the right multifunction
switch as required.
² Wiper park switch sense
² Wiper switch low speed output
² Wiper switch high speed output
