OP Another option. Consider sending her to a top University. There she can enroll in certain classes and special projects that are offered in the Military Affairs Department linked to the NROTC Department taught by Officers from all branches open to all students without having to sign up for NROTC. She may be targeted by Officers who want to recruit her. She can get some glimpse and exposure to the culture.
Even after graduation without being in NROTC, with a university degree, if this is something she wants to pursue professionally, she can apply to Officer Candidate School. Just keep a watchful eye on her to make certain she is being treated respectfully, not being harassed, etc.
The Military Affairs Department and NROTC are like the boy and girl scouts, etc. Who knows, the students sitting next to her, after graduation may be flying jets over the University and chasing UFOs from carriers, "it's an adventure"
