I am on it.  They basically have a list of contract and gov jobs on the site, which keeps you from having to look up a bunch yourself.  They do break the jobs down by type, clearance level, etc., and also have the job description and experience requirements posted up for you.  There is a link at the bottom of the listing if you wish to apply, that takes you to the employers web site.  

If you are looking for mainly over seas contracting jobs, it might be worth the $50 per 6 month fee to you.
