This is to convert .mkv and .mp4 files to DVD format, create menu and burn.  Any recommendations?

Handbrake is near the tops for transcoding, but no idea about creating the menus.

Windows Movie Maker is free, that'll do the menus.



For converting/compressing i'd use VirtualDub which is also free.
