If an item helps aid in loading the shotgun but only allows 1 round to be manually loaded at a time, is it considered a speed loader?  Does it make a difference if the item holds multiple shells and is removeable?

It would come down to interpretation by match officials. Without knowing the details of your proposed design, its difficult to make a call. If I was holding the clock, ANY device that fed shells directly into the shotgun would be considered a "speed loader". Whether it is faster than hand loading or not is immaterial. In my opinion, each shell has to be held solely by the shooters hand for some period of time between leaving its carrier and entering the shotgun.

Thanks for the call on the speed loaders.  Thats the kinda of info I am looking for.  I figured it would vary at different matches but you make a good point about having to handle each shell before they enter the shotgun.
