Needs to be the NYC and at least a 50 mile radius (maybe 100), thats how you will get an impact.

Stopping fuel/oil shipments would be a good start. Help them "go green"

Many things can be stockpiled "just in case" but fuel is a tougher proposition

Fuel may be the better option.  Im in NYC, its 5 min ride for me to hit Jersey if the deliveries stopped to NYC.  Stop the fuel is the answer.

What percent of NYC residents own cars? Food would also be a good option.

I would say a lot.  Most people in the outer boroughs own cars, heck Staten Island residents own 2-3 per family.

Including my work truck I own 5.

Unfortunately, Staten Island might be the exception. And even if people own a car in the other 4 boroughs, they probably don’t get used much. Given the difficulty of finding parking along with the amount of mass transportation, most vehicles sit for long periods and used only for weekend trips out of the city.

Trying to restrict the fuel might be a problem. Many of the bulk carriers are located in or near NYC. I don’t see them shutting down all operations in NYC since it would basically put them out of business. The OTR drivers are going to be the most effective at shutting things down.

While a potential 50-mile exclusion zone around NYC would in theory take out all 120 miles or so of Long Island, Long Island does receive fuel shipments via barge from refineries in Linden, NJ. We have a terminal nearby operated by Coastal where barges dock and unload various grades of fuel for storage in storage tanks. Trucks load up and deliver to stations around the area. Truck never has to set foot in NYC.

This should raise the real estate values upstate for my dads house! We'll target NYC and LI residence when we put it on the market!
