Stupid question… I’m watching some of the news about flooding, but why is there a judge (Hildago, wearing kim kardashian sunglasses) being interviewed on the response, looks like she flying around in a helicopter??

She has a title of Harris County Judge with Harris County Commissioner's Court.  Think of the commissioners as councilman and the county judge as a mayor.

County judges are "judges". They have ZERO judicial authority except in the commissioners court. They aren't a judge-judge.

That's not correct sir. They do have some Judicial responsibilities. They just don't adjudicate felonies.
The county judge is also head of civil defense, disaster relief and County welfare. Other duties include: Constitutional Court hearings for guardianship, probate, juvenile cases, and mentally ill for admittance for care. Hearing for liquor license applications.

The bolded part is why she was riding around in a helicopter.

The county judge is the CEO of the county and is elected.

Ok…that makes some sense reference civil defense, disaster relief. Usually it’s a spokesman for the sheriff, or the sheriff himself, or fire department, etc..

Maybe in smaller counties that do all that? But definitely not doing that here. Not now anyway. All the county judge does here is the disaster, budgeting and so on. He has no authority over courts or LE. District court judges in the family side handle the juvenile cases. Mental health warrant hearings are done by JPs. None of that still isn't a judge in the sense of what he was thinking.

Fund the county jail, keep the roads paved and keep the lights on at the county hospital if there is one. Chief administrator of the county with no judicial responsibilities in a courtroom setting other than commissioner's court.

Some like "Cootie" Clay Jenkins of Dallas take it to an extreme level of governmental over reach that tests the boundaries of their office.
