is this the NO PD or state or even TX PD? I'm finding there is difference in their 10 codes I am finding on the net...

her is what yahoo is reporting for those following this thread

"They have M-16s and they're locked and loaded," Gov. Kathleen Blanco said of 300 National Guard troops who landed in New Orleans fresh from duty in Iraq. "These troops know how to shoot and kill, and they are more than willing to do so, and I expect they will."

10-Codes are not standardized for the most part. Some general codes are, but it's tough to apply one agency/jurisdiction to another.

Alpha codes are pretty much standardized between military and LEO. That's an easy way to tell the difference between the radio chatter.
Military is Alpha, Bravo, Charlie, Delta etc.
Civvy LEO is Adam, Boy, Charles, David etc

Just remember 10codes are not universal, someone's 10-90 maybe "bank alarm" where as someelses may be "we hookers and blow at our 20"
