Perhaps they're training.
Perhaps they are on deployment, without the usual support equipment they'd have at their home station, so they are using real equipment.
Perhaps since they are using real equipment for a training dive, they chose to not mount the other parts of their rifles so as to not lose or damage them.
Perhaps, Marines being Marines, they're forced to do stupid shit for no reason at all.

Limited budget, no replacement optics...so you take the battery powered gear off prior to swimming with the rifle.  Note the painted witness mark indicating where to reattach it later.
