My grandfather was a cop from the early 50's to the late 70's. Some of stories he had about "The Good Old Days" and how certain people were handled makes any modern claims of racism or harassment seem like somebody whining about a cloudy day. If a black guy looked at a cop the wrong way back then they got a piece of hickory upside the head and a trip to lock up. That leaves out the stories about people stealing more chain than they could swim away with. I chuckle at the Norman Rockwell quality people envision when they think of police in the past. Those guys would bury you if you were a "problem".

From what I've seen from departments with consent decrees, federal monitors, federal control, etc. I figured people here would welcome it with open arms. They seem to be the departments least likely to stop you with "fishing expeditions", traffic stops, checkpoints, or other kinds of "harassment". The cops on those PDs are mostly in ROD mode.

My wife grew up around there. I didn't really appreciate visiting, but if I have my geography correct (I was only there briefly) the college was in a pretty decent area and there was a lot of retail stuff not too far. IIRC that area was pretty quintessential "college town" but then there were areas nearby that I wouldn't touch with a ten mile pole. It was a really long time ago, so someone may be along to tell me I have the wrong town.
