If you are a FFL you can have assault rifles and not sell them in NY and I assume the same goes for magazines.
What about using them at the range and loading more than seven rounds? Basically what I am asking are people with FFL's exempt from the law?

can possess for sale out of state and to LEO(not going to happen).  not exempt from the law, can't use them anywhere and can't load more than 7 in a 10 round mag.  FFL's are just citizens like the rest the people that got fucked.  personal assault weapons (not listed in ther A&D bound book) are still subject to registration.

No

I believe they can carry them as a product for sale to qualified individuals under this law.

A NY dealer's license provides the exemption, not a FFL. The dealer's license is only good at the premises listed on the license. Gun shows are considered an extension of the premises.

Yeah, guess I should have specified NY licensed dealer.  Was using the FFL as a generic term.  NY requies an additional license in addition to the federal FFL in order to deal in handguns and their definition of "assault weapons" and "high cap mags"
