There is no Texas or Federal law requiring this, that I aware of. However, there could be a store policy.... but I doubt it.
More likely just a couple dumbasses.
GCA - 68:
(b) It shall be unlawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver:
(1) any firearm or ammunition to any individual who the licensee knows or has reasonable cause to believe is less than eighteen years of age, and, if the firearm, or ammunition is other than a shotgun or rifle, or ammunition for a shotgun or rifle, to any individual who the licensee knows or has reasonable cause to believe is less than twenty-one years of age;

Texas law has age restrictions on transfer of firearms (all 18) but very few ammunition restrictions.... none of which are age or resident related (intoxication, felons) Texas law specifically does state we can co to *contiguous* states to purchase weapons and ammunition, but doesnt outlaw us from buying ammo in non-contigous states.
Unless Flordia has a state law against purchasing ammo while in other states (which they cant possibly have), these companies are flat wrong.
