Is this a good deal?
Is this a good optic for a 16" carbine?
Any recommendations on a mount without breaking the bank?

Yes, it's NIB and marked part number 10338.  
One just sold (NIB) on Ebay for $295 from Talon1911...

If it's new, that's a very good price.  You generally see them over $400.  That is low enough I would want to find out why it's that price.  That is about the price of a Comp C.

That's a great sight for the 16" carbine.  I use mine on a 16" RRA to shoot 8" x 6" steel plates freehand at 200 yards.  

I think this one comes with a mount.  Go with the Aimponit mount or the Larue (sp?) tactical.

That's lower than dealer cost.  I don't think these guys are in the benevolence business, so I would look at this skeptically.  

FWIW most places don't sell stuff at a loss.

That's why they call themselves G T "Distributors"  Distributor pricing is lower than dealer.
