Don't discount the #9's totally.  Depends alot on the conditions.  When I shot, any range on the westside I used to use a light load of #8's for my 16yard loads and a heavy #7 1/2 for my handicap loads from the 21yard line for Trap.  Go to Bend sometime for any shoot and if it's in the summer, you'll smoke em from your handicap with a light #8 or a #9 load.  Less Humid air, higher elevation and it all means less resistance on the shot.  The birds also have alot to do with it.  If the conditions are more humid, the birds soak up some of that moisture and it's harder to break them.  I've seen birds here at the local range that I used to shoot at that had 11 holes in them that did not break.
