City of Chicago was not entitled under FOIA to information from ATF’s databases regarding sale and tracing of firearms; under Consolidated Appropriations Act of 2005, Congress cut funding for retrieval of instant data requests and also provided that said data was immune from “judicial process”, thereby cutting off Chicago’s access to said databases for any reason unrelated to law enforcement.
