Legislative Update from Olympia 17 February 2006

CHAMBER CUT-OFF PASSED

ONLY THREE GUN-RELATED BILLS SURVIVE

PUBLIC HEARING SCHEDULED FOR SHB 2958

NEXT CUT-OFF: 24 FEBRUARY; 20 DAYS REMAIN IN SESSION

Tuesday, 14 February was this session’s chamber cut-off day. Bills that
had not passed out of their original chamber (Senate bills out of the
Senate, House bills out of the House) are considered dead for the
session. There are still ways a bill can be resurrected, but that is
unlikely at this point. SSB 6598 (restricting shooting on Island County)
and SB 6878 (G.I. CPL renewal waiver) died at the cut-off.

Only three gun-related bills survived chamber cut-off, and are now in a
policy committee in the opposite chamber. They are HB 2622 (CPL
reciprocity fix), ESHB 2951 (retired police officer handgun
certification) and SHB 2958 (penalty for illegal use of toxic shot). The
first two were assigned to the Senate Judiciary Committee, while the
third goes to Senate Natural Resources, Parks and Shorelines.

The next critical cut-off date in the 2006 legislative session is next
Friday, 24 February. Bills that passed their original chamber must pass
out of the policy committee in the second by next Friday. The three gun
bills previously mentioned must clear their respective committees or
die. At this time, only SHB 2958 is scheduled for a public hearing in
the Senate Natural Resources committee. 20 days remain in the 2006
regular session.
