I was on the sight and looks like you can get a separate complete upper and lower reciever, can I purchase these and then put together, just like an AR?  It seems that this might be a way to save some $$.

You don't get a complete upper.  You just get the front end (Barrel forward) which you would have to disassemble and screw the barrel onto the upper receiver of your choice.

I don't see how you can save any $$ at all that way..
Still have to get a receiver and unless you have all the tools required to do the assembly and headspace someone ellse will have to do it for you and that add to the rifle cost as well..

I looked into it awhile back & from what I could tell, a guy would better off just buying a complete rifle.

Few years ago you could buy a kit from several place for less than $100. Now forget about it.
