Sights are bottomed out and I have to aim 'bout 9'' down to hit the X at 100 yards. Anyone else having this?

No, dial in your elevation 8 or 10 clicks and see what happens.  It is not supposed to be bottomed out when zero'd.  It wouldn't be the worst thing in the world if it was, but that is not the norm.  Did you read your manual?

Wait, I have it backwards.  Ooooooops.  Yeah, you do need a taller front sight.  Sorry.

Yep, raise your rear peep as JJREA suggested and you should be fine.
BTW, your Scout came with the required taller front sight...

I think that's backwards.  He's having to aim down to hit.  That means it's already high with it bottomed out.  He needs a taller front sight.

Its a new gun....should'nt it of come with the correct front sight to begen with?
