No, dial in your elevation 8 or 10 clicks and see what happens. It is not supposed to be bottomed out when zero'd. It wouldn't be the worst thing in the world if it was, but that is not the norm. Did you read your manual?
Wait, I have it backwards. Ooooooops. Yeah, you do need a taller front sight. Sorry. |

Yep, raise your rear peep as JJREA suggested and you should be fine.
BTW, your Scout came with the required taller front sight... |
