...Ordnance receive most of its funding for tooling and production of the M1 Garand Rifle ?

Gentlemen,
Ordnance and SA had to go hat in hand to all the Services and sell them on the M1 Garand. SA told Ordnance that if they didn't get orders they would have to layoff workers and close the line down. Ordnance sold M1917's to the PI before WW2 and they wanted the funds to keep the Garand up and running. The War Dept., said NO. So they had to hit on all of the US Military to keep the funds coming in. Times were tough. No money NO Rifles.
