I have about 10,000 of these I was going to use for my wifes 223 bolt. I was reading around and I hear these were meant for a 22 Hornet. Can't these be used for any small rifle cartridge ( maybe not AR )

Yeah - it's a small rifle primer.  Use it in pretty much any centerfire cartridge that uses a small rifle.

No, they are not a universal small rifle primer.  They should be used in cartridges with a maximum pressure about 40000 psi.

The good news: you can load .223 Rem with charges in the 38000 to 40000 range.  Don't exceed those pressures.
