I saved the brass from my recent outing and looked at the case necks. I notice one some of them there are pronounced rings - like the mouth has been stretched. Is this normal? To me, this would mean the brass is not reloadable.

The non-crimped ammo didn't have these rings; some of the crimped ammo did, some didn't.

The ring is about 0.084" from the mouth of the case.

the case stretching you usually have to worry about is nearer the bottom, closer to the case head.
If the brass wasn't properly annealed at the neck you might start to see some problems there, typically after a couple reloads though...

Check an unfired piece of brass, looks like it might be part of the crimp.

I did, and it doesn't look like it is. None of the unfired rounds show this.

What kind of brass is it? Can you post a pic of a live round?

Just looks like an overly hard crimp into a Yugo case (IK headstamp?)

Here's a pic comparison on an example of IK-88.  This particular case looks to be crimped almost as much as your pic.

I'd just do a preliminary neck resize and see if the marks iron out.
