Assuming a person in New York State legally owns a rifle that accepts detachable magazines, are there restrictions on shipping 30rnd magazineshanks

What he said.  The vast majority of New York state has no issue... only the 5 boroughs of NYC are restricted from having detachable magazines over 10 rounds.

The legal responsibility falls on the person who lives or receieves the mags, not the shipper.  The law is against posession... they cannot govern those living in another state.  However, to escape legal entanglements, most vendors just plain wont ship hicaps to NYC.... nor do I.

If you live or can receive these mags outside of that area, you are fine.

yup, as long as the final destination is not in NYC you are legal to ship to NY state.

NY's laws on high caps do indeed mirror the Feds, from what I know of the federal high cap ban
