Do the original M1 Carbines bolts lock back after the magazine is empty?

depends on the follower in the mag IIRC...

It locks open on the follower, not a "real" bolt holdback

Correct.  Most of the 30-round mags have a follower that holds the bolt back (at least until you remove the magazine) but the 15-round mags do not have this follower.  It is not set up like a M-14 or mini-14 where the bolt locks back, you remove the mag, reload and release the bolt on a fresh magazine.
