There is really no such thing as a private party transfer in the PRK. Guns must be transferred through an FFL, who will charge a fee in addition to the DROS fee. There will be a 10-day waiting period. For handguns, until 1/1/2003, the buyer must have a BSFC card, hunting license, or DD-214.
Starting 1/1/2003, handgun buyers will have to pass a new test from a state-licensed administrator and demonstrate safe handling of the gun. All handguns are automatically registered to their owners during the DROS process.
Also starting 1/1/2003, buyers of ANY gun must provide a thumbprint on the DROS form. And since last year, all guns must either be sold with an approved (for that type of gun) trigger lock or the buyer must have a state-approved gun safe.
