Does anyone know the make lower handguard in this picture? I have never seen one shaped that way. I suppose it could be a custom job, but am just not sure.

that looks just like a romanian vertical grip lower handguard with the "vertical grip" chopped and sanded smooth, hence the small "raised area" or stub.
