The lever can be repaired.
The handguard (in my opinion) was not fitted properly. I say this because you had to struggle with the locking lever with some level of difficulty. The handguard retainer should be snug against the handguard and the locking lever should rotate with no difficulty.
All you have to do is take a smaller diameter punch and drive out the lever from the left to the right.
You need to purchase a replacement locking lever. Unfortunatly, you will most probably have to buy a used handguard retainer from Global Trades, or a brand new one from KVAR. Once you have the replacement, do the same thing....tighten the retainer ring in a vise and drive out the locking lever from left to right. Polish the end cup on a belt sander and then install into your retainer on your rifle. Find some way to support the lever on one end and use a larger punch on the other end to swage it so it won't come out.
Once you get that done, think twice about using a hammer to rotate the lever.
