I've always read that these are top of the line and want one really bad but I'm trying to figure out what makes them so desirable.

I think it's because they are Russian made and the SGL 21 (unlike the SGL 20) has the accessory notch which allows you to mount a bayonet or the grenade launcher, which is how the Russian AK103 is configured.  It's probably the closest thing you can get to an actual AK103, beside the folding stock and full auto capability.
