I have recently picked up a couple of charging handles, on different days, from the same place, that are only advertised as "standard charging handle" with the company being the "manufacturer."  Both appear to be of different quality, and they both have one letter on the gas tube side of the bottom of the assembly.  One has an N, the other has a P.  Is there a way to tell who made them based on that letter?  Kind of like forge marks are used to ID uppers and lowers?

No there isn't, not that I've ever seen. Unless is has some specific markings, like the VLTOR or BCM CH, you probably won't know who made it.

I'm not aware of any clear way to determine the manufacture of most standard charging handles - I did however once have a Colt M4 that came with a Sherluk charging handle - it had a small mouse engraved in it.
