What does the law say about in state, face to face sales where two individuals want to do a transaction this way:

Shipping a lower from one area of the state to the other after payment thru the postman?

Is this legal (In TN) w/o a FFL?

According to federal law you can send it through USPS or through a carrier. Its whether or not the carrier will do it. ATF's FAQ's B8 and B9 deal with the question of mailing/shipping firearms.
