Looking at this rear sight, and was wondering does it lock down? up? I've heard there are issues with the peep aperature popping out. Any other issues/experience with this sight would be extremely appreciated.

Sight is built like a Russian tank but with American quality.  The sight does click and lock up and down and is not spring loaded.  There is a plastic insert to make the hole smaller and while you can leave it in place your best bet is to remove it, zero at 50m and leave it out acting like a ghost ring.
Very well made sight and super low so just about anything will fit over it.
