I am getting a 16" A2 upper.  If I replace the handguard with a 4 rail, say Midwest Industries, will the iron sights co-witness with an Eotech that I mount forward of the carry handle on the handguard??

As long as the forend's top rail is "A3 height" as almost all of them are, then yes, it will give you absolute (dead center) co-witness.

What about an A3 upper with a Barska or Simmons red dot mounted in front of an a2 style rear sight?

Would that allow for the use of those at the same time?

Also, what is the difference between the red dot sights that are like a scope and the ones that are just a screen?
