What's the difference between a Weaver  type rail and a 1913 rail? Are the mounts from one style interchangable with rails of the other style.

A 1913 rail has larger crossbolts (and slots for them).  As such, a Weaver device fits on a 1913 rail, but a 1913 (Picatinny) device will not typically fit on a Weaver rail.  AR-15 flat tops and railed forends use 1913 rails.  A typical bolt rifle will use a Weaver scope rail.
