saw one in a pawn shop the other day 4 MOA.   is this one discontinued?

did you go to the Aimpoint site and check it out?  

My guess is if they don't list it, it's discontinued.  

I couldn't even find the 7000 listed, so I'll assume the 700s is gone.  

are you sure you got the number right?

There are still 7000SCs for sale, at Midway, if that helps.  $293 retail, fwiw.
