They're M16A1 uppers, by the way. SP1's are slabsides.

They came with Colt M16A1 carrier assy's. That would be best in my opinion...

Any current production parts will work.  Personally, I would use a Stag/CMT unit since they are inexpensive and very well machined.  I would avoid DPMS BCG's because most of them that I have seen were functional but poorly machined.  Also, DPMS carriers still have the exposed firing pin collar, which can cause malfunctions.

In the Bushmaster catalog they offer a complete bolt and bolt carrier group for an AR-15 and an M-16.  Can you buy the M-16 complete bolt group legally without an NFA license?  I assume you can, right?  I'd want to buy the M-16 to keep the M-16 theme going.

Qualified yes. You can, but not from Bushmaster. Last I heard, and posted in their catalog, Bushie wants proof you legally own a class three piece before they will sell you any of their class three parts.

The Colt carriers that are often posted on the EE section of this site are better pieces anyway

You can legally put a 16 BC into and AR. But not if you live in a sate that doesn't allow full auto parts, like Washington.
Bushy can keep their M16 carriers, plenty of other folks sell them.
