hi new to the ar-15. I know my way around M-16, but that is not my question. my qestion is, can you or should you mix a upper and a lower ,each from different manufacurers? if so what is the best upper for the money. I know my AR might look like frankinstein, but that's not the concern I want function with the least amount of money invested into the rifle.

looking for 16in flat top (complete with bolt carrier group)  at a good price. with option for flip up sights

I like that better, I really don't want to go cheap, but I have budget that the old lady keeps me on( and if I go over wow will i hear about it)  I also just got the receiver that had the blemish on wich to me is nn big deal, but I'm not sure about that green finish on it. would it look ok if I added a black upper and green forearms?
