Can a Kali resident still legally own a pre-ban AR?

If he can legally own one can he legally transfer (sell) it to another Kali resident?

Are there any legal hurdles that he must jump over, e.g. registration, etc?

I obviously know nothing about Kali laws, but I'm trying to do a favor for a friend who is just a casual shooter, is stuck living there, owns an R6601, and is considering selling it.

I don't live in California (and wouldn't), but I'm pretty sure that it goes something like this:

You had to register AW's before a certain date. You cannot transfer AW's after the cut-off date, and they are not even transferable to heirs. You can transfer them to someone out-of-state though.
