There's a collar on the extension that's visible between the stock and the reciever. If using in-spec parts, that will collar will ensure the buffer retainer is properly captured.
I use a plain-jane armorer's wrench to torque the tube down.

That collar will not retain the detent and spring. The stock on an full stock retains the detent and spring while the receiver end cap retains the detent and spring on the CAR stock.

So the collar on the extension tube tightens up against the lower receiver? There are hole(s) on the collar for the armorer's wrench for proper torquing? Should blue loctite be used on the threads?

Yes, the collar on the extension tube tightens up against the lower receiver. Armorer's wrench shown being used, though you can use any wrench that'll fit. Loc-tite isn't needed if torqued properly. Use molybdenum disulfide grease (I've used white lithium in a pinch) available at any auto parts store.
 Parts 8 & 10 are what Big-Bore was posting about. Wear safety glasses.
