Let's say minus optics, but including BUIS or carryhandle, railed forend of some sort, and vert foregrip.

By my figuring, you can get a lower for $100, a chrome lined 16" kit from Model 1 for $490, YHM forend for $110, $100 for a BUIS or carryhandle, and GG&G vert foregrip for $50.  For a grand total of $850.  Grab yourself a OKO red dot and you're all set!

Anyone manage to do it cheaper with used gear or something else?

I built mine (just the gun) for around $535.00 with a RRA M4 upper and Stag lower. With the Aimpoint, mount, Surefire light, and rail system, and laser I spent about $1,582.00... I had stated $1,400.00 before but after adding up my costs it came out a bit higher.

Mine will be a little more correct but not that much more

Eagle arms lower $75.00
LAR T numbered upper $55.00
Bushy 14.5 with FS $245.00
Bolt   $100
Charge handle with tac latch $35.00
Upper parts $25.00
Lower parts kit $65.00
Colapsible stock $65.00
Knights RAS (with grip) $265
Arms 40L $90

total $1020.00

A little more but a lot better

Sounds good, but I would still rather have mine... And I wouldn't quite say a lot better...

not quite an M4 but I saw CMMG getting rid of some used A1 upper w/11.5+5.5FH kits for around $350.    Including the bolt & carrier(chromey), all the lower parts and a CAR stock.    I really didn't have $350 to spare but if you got that deal with a $100 lower then you'd have a fully functional AR for around $450-$500.

Used PWA lower $70
New RRA LPK $50
Used CAR Aluminum Stock $50
New RRA B/BC/CH $100
New Del-ton A3 Upper $75
New JT Distributing 16in M4 Chrome-lined barrel $227.50
Used Bushy Carry Handle $70
Used KAS RIS and Vert grip $225

Total: $867.50

I loved my OKO.  Thought it was a great site.  held zero great, very clear and sharp, and well worth the money I paid for it.  Best bargain sight out there in my opinion.

While this M4 is nowhere near the cheapest, I did pretty well on the parts (prices from memory, but pretty close):

New (doesn't even have taper pin holes in the barrel, thus the PRI) Colt 14.5" M4 barrel "C MP 5.56 NATO 1/7 - $100
PRI flip sight - $125
DD 7.0 - $225
Aimpoint M2 with mount - $350
VLTOR buttstock - $135 complete
LMT BUIS - $80
JP stainles tactical bolt/carrier with bolt - $150
PRI Gas Buster - $65
SPR Grip (came in a large lot of stuff that I have since parted out for a profit) - now FREE
Bushy lower - $209 with LPK installed
Vortex FH - $50 (the only part I really didn't get a deal on)

For me the right place is the EE, and the right time is "almost always there".

Now that's a pretty large sum of money in that rifle, but look at the retail prices of all the items listed and I've saved A TON of money on this build.  Saved me over $550, by my crude calcs.  Sighted it in yesterday and it shoots great.

BTW, WTF is with these damn Aimpoint adjustment knobs!?!?!?  WTF is "UP-Left/UP-Right"!?!?!?  It took my forever to sight this in, just like last time.  That's the second time I sighted this one in and I can't figure the damn things out.

$200 for a bushy lower complete (used) (ftf so no 4473)
$80 for a bushy upper with carry handle (used)
$90 for a bushy bolt carrier group and charging handle (used)
$65 for a collapsible stock (used)
$220 for the bushy 16" 1:7 barrel assembly (from ar15 group buy)
$60 for ADCO firearms to thread the barrel and put on a flash hider

$715 minus the satisfaction of having built it myself, so basically it was FREE

The knobs are marked like that incase you mount your Aimpoint with the rheostat on the upper right side of the tube.
