preban uppers are still being manufactured.
lowers have to be (complete)prior to sept 94. |

While there are more pre-ban uppers than lowers on the market, the lowers aren't exactly scarce-at least on the EE.
As stated previously, pre-ban configured uppers are still made to this day, while a pre-ban lower hasn't been made since '94. Hazarding a guess, I figure people are upgrading or otherwise changing their uppers and putting the old ones on the market. |
