You can buy a used FT817 for not much more than that, and don't have to wonder or build it. Plus you get all bands instead of HF only. On the plus side this thing puts out 10W to the 5W of the yaesu. That being said I know which one I'd buy...

EBay. Ham classifieds etc. Most used ham stuff on ebay the sellers are smoking crack selling, i.e. used for $50 off new. But you can find deals, just set a limit on what you are willing to pay. I got the 817 for ~300 a year or two back, and I got a ft897 for $450 as well. The seller said it was flaky on HF, I gambled and turns out it needed 2 seconds of soldering on the HF connector to fix it....
