I've been scanning the web and found only a little information.

I see there is a 12 round limit for long guns, but does that mean they can buy CA legal (fixed 10rnd mag) AR15 receivers?

Also, do "licensed dealers" even exicst in DC?

I don't think there are any dealers in DC. Not the legal kind anyway.

AFAIK, all guns in DC must be registered to be legally transferred, and they aren't accepting any registrations. So effectively, you can't buy any firearm legally. There is a lawsuit in progress which may overturn this law (see Parker v District of Columbia, but until that finishes winding its way through the courts, you're pretty much screwed.

Handguns cannot be registered in the District.
Long guns are a seperate issue.
