If I am selling a firearm to someone in another state, can I send it to his FFL dealer (after recieving an ink copy)?

Or do I have to take it to a dealer in my state to have it transfered to a dealer in his state?

You can send it directly to his FFL.  There is no requirement to have a copy of the dealer's FFL.  

Check with the dealer though.  Some dealers, as a matter of policy, will not accept shipments from unlicensed individuals.
