It’s a reflection of his left eye on the side of the car. Part of the left side of his face is inside the door opening.

My vote is that it's a deinterlacing artifact.  Video was probably interlaced, meaning any given single frame is incomplete and motion is poorly captured.  So they deinterlaced it and took the still.
