are they just used buy s.o.f. units or what. are they issued to forward units or are the just in the inventory for a rainy day.

a3 is basically a full auto version of a a2.
a4 has the removable carry handle but is otherwise the same as an a2. I don't remember if the a4 is full auto or burst.

does anyone know which units use these.

I thought the A3 was the 3 round burst "Upgrade" for the A2 so "our soldiers would stop wasting ammo." and the A4 was an A3 with a removable handle.

why was i thinking A2 was 3 round burst, A3 was flattop, and A4 is for mp5s.

It gets confusing when us civilians look at AR upper's with removable carry handles designated as "A3's".

Armalite uses the "A4" descriptor on their flattops.

    When I was in basic at Benning ,early 2000, we played with A4's for our NVD & PAC-4 familiarization. Just one night or so that we used them, never to be seen again til a bunch of them needed cleaned. Some were literally new, unfired with A4 stamped lowers from some maker in Florida, while some were old A2's  overstamped with A4.
