WASHINGTON (AP) - The Bush administration, seeking to reverse part of the 1996 welfare overhaul, on Wednesday proposed to restore food stamp benefits to 363,000 legal immigrants who have lived in the country for at least five years.

Under current rules, adult immigrants must have worked in the country for at least 10 years or be a refugee or member of the military to qualify for benefits. There is no work requirement in the White House proposal, which will be part of President Bush (news - web sites)'s 2003 budget.

A senior administration official who described the proposal on condition of anonymity said the change would go a long way toward meeting the needs of a number of children and adults.

The Senate is considering revisions in farm and nutrition programs that would lower the existing work requirement for immigrants from 10 years to four years.

Congressional Republicans have argued that a work or residency requirement is necessary to keep people from moving to the United States to take advantage of the welfare system.

The administration's plan would cost $2.1 billion over 10 years. The White House has not said how it would pay for the proposal. The food-stamp program costs about $17 billion annually.

Food stamp rolls fell from 25.5 million in 1996, when Congress overhauled the welfare system, to below 17 million early last year. By October, the number swelled to 18.4 million.

Dude, you are 100% right.  In high school, I worked in a grocery store in Austin bagging groceries.  The amount of government aid flowing through that place was astounding.  But what got me was that they would use the food stamps and WIC to pay for the bread and milk, and then have a separate order of candybars and several cases of beer.  I also think there is a 10 kid/3 boyfriend minimum for each of those "ladies".  And yes, they would sometimes invoke a language problem when it came to getting government money to pay for non-essentials.  If I were so poor that I needed food stamps to pay for my 15 kids, I wouldn't be spending the rest of my money on beer and candy bars.  Of course, I may be a little bitter because I was actually working for my money.

Make the stamps be 6x6", hunter-orange and unbendable plastic and only in $1 and $2 denominations.  Requiring the person to cry out "I am a lazy bastard who has no job, too many kids, smoke too much crack/crank/pot/drug of choice.  I refuse to work because you pay for me to eat, sleep and have more kids, thanks to the socialists.  Please vote democat in the next election so I will get even more of these cards for free each month." once for each card they are redeeming would take too long, so we'll add that later when the welfare rolls drop a little.

Hey I am from a hispanic background, and have absolutely no racist inclinations at all.....BUT here in Oregon, social programs for immigrants are basically bankrupting the state.  There needs to be some real changes in immigration, how benefits are distributed, etc.....before anything will be solved.

Actually, you won't be called insensitive, you'll be called "intolerant."  After all, tolerance as defined by punkatomic is the wanton ass-kissing of any group that is the PC arena at the current date.  That would include all the worthless, lazy shits on welfare, and the non-English-speaking boat people from where ever.

Saw a Hispanic women on Fox News in NYC. She was complaning because the mayor was going to cut off her welfare check. She said she was only on welfare for the last 20 years and couldn't understand why she was going to be cut off!! Go figure!! Guess she has no understanding of the word "trabajo"

once i was in a market in a not so nice part of town and i saw this black woman buying live lobsters w/food stamps,she had her hair and nails all done up ghetto style and was talking on a cell phone.when she left,everyone had a comment about her from the grocery bagger to the cashier,to other customers in line.                                                                                                                                            the average food stamp experience i have while in the market is that 1) these people eat way better than i do,or 2)they have grocery baskets full of junk food and about 4-6 snotty nosed,dirty,fat assed kids.i really like to know that my tax dollars go to a good cause.

That's what they were told.  In reality, it tracks what they buy if the system works properly.  However, you still have some shady merchants that will ring up cigarrettes as "meat" and the like.

We used to have a family on food stamps rent a house from us, and they were the epitomy of white trash.  They spent more on smokes and beer than they did on food or personal hygiene.  Their 14 year old daughter turned into a baby factory, and her brother was getting pimped out to a lonely truck driver, which we found out years after they left.  That same house, when I was a kid, was rented by a mexican immigrant, his wife, and their young son Julio.  The man refused to take any sort of assitance and worked 3 jobs to take care of his family.  He was a good man, but sadly there aren't enough like him of any ethnicity.

My mom qualified for food stamps and my brother and I for free lunches after my dad died, but we NEVER did it.  She busted her ass and even on a $12K/year job kept us afloat.  She taught me everything I know about sacrifice, and God bless her.

As long as people believe that there is a fundamental Human Right to have your lazy ass taken care of, then the system will continue to be this way.  I can't mention how many times I've heard socialists and leftists talk about how food is a basic human right.  No, freedom is a basic human right, and we're all free to get off our lazy asses and put food on the table.

I like the basic idea, that is if we "must" have this despicable system to begin with.  I would re-word the part on what party to vote for considering who was in the oval office in '96 and who is the seat now!

I have been in dire situations twice in my life, where I qualified for assistance. I refused, worked 2 and 3 jobs that paid shyte rather than take money from others.

When I grew up in the Seabrook, TX area around Houston (late '60's to early '70s), there was a Mexican family whose son (Jose, but NEVER, even in his home, was called anything but Jesse or spoke anything but English) went to school with me. His mother spoke very broken english, and stayed home with the kids while dad worked several jobs. Their philosophy was that they came here to be Americans, to work for the dream, not to use America as Mexico North. They still did the pinata thing on birthdays, and ate mexican food, but truly represented the melting pot ideal that made this country great.

I've got a simple alternative to food stamps...eliminate them for everyone.

That people are leeches and on food stamps shows they are incapable of being responsible for themselves and all their little welfare brats...so why would we expect them to show any ability to choose the correct food for their brood?  Let's have food banks where nuitricious food would be distributed to the great unwashed.  Bulk cheese, bread, macaroni, powdered milk, canned veggies...use all that food not grown by farmers to feed these dregs of society.

Why give them a choice...let them have to line up to get their food allocation, this will eliminate fraud and selling stamps for drugs etc.  They won't like it though, too bad.
