I have commited to selling a lower to an FFL in this state. Are they allowed to have these there ?

As far as possession of the lower itself, I believe that is not a problem.  

However, technically in Mass we can only use a pre-ban lower in a new rifle if said lower was part of a fully assembled rifle prior to the AWB  ( 1994).  In reality that is almost impossible to prove, so many people build rifles today using pre-ban lowers without worrying about it.

Edit: I can't imagine any preban lower having existed for at _least_ over 14 years (and usually quite a bit longer than that) without having been assembled into a preban configured rifle at some point in time.

Yes.Our AWB is the old Fed one signed into state law permanently.I'm sure it'll be up for sale at sum rediculous sum shortly ( currently $40 a pop for preban mags at MA's busiest shop as a clue).
