I need that thread explaining the government response times to New Orleans. i.e., it takes two days to activate a reserve unit, travel time through flooded roads, they have to pass through and help areas that were hit just as badly as New Orleans before they can reach NO, etc.

I tried searching for it, but I never find ANYTHING in the forum search and it's not in my active topics anymore.
