I saw a guy with a tattoo on his left shoulder that looked like a bulldog's head and it said "Honor & Respect"

Well the bulldog is the Mascot of the USMC. So my guess would be yes!

No, it has nothing to do with the Corps, IMO. Had it been related, the words would've probably been "Devil Dog", IMO.
Maybe he just liked bulldogs? |
