The water in San Antonio TX is from a limestone aquifer, when the water evaporates it leaves calcite and such behind.

Scrubbing Bubbles work on the tub but don't remove the build-up on the tile.

There is much 'harder' water than that here in SA, but still we have this semi-problem.

CLR or ZEP acid toilet bowl cleaner should do the trick

(I learned the bowl cleaner trick from MrClean4hire, it works well)

Once you get it clean you may want to keep it that way.
Where I live we have a high mineral content in the water. It, like yours, leaves a film on the wall if allowed to evapoate by itself. We simply wipe the shower down with the towel you use to dry with. Keeps not only the film off but prevents mold/mildew as well.
As a big plus the kids hate doing it so it gives me a good reason to be stern with um.

One thing to remember about LimeAway and such.

Lime is a key ingredient in cement and grout. Use such harsh chemicals carefully, usually deluted a bit, and remove them as soon as possible. Don't let them eat your grout away.
