The snowbank theory makes the most sense. The drunken Canadians would be my second choice.

I've seen genuine photographs of a deer that also ended up on top of power lines. Other than being dead, it was unharmed and showed no signs of how it got there.

I heard something about this the other day. Apparently, the power company was running new lines, and unbeknownst to the crew, the moose got itself entangled in one of them. The crew winched up the line, not noticing the moose. I believe they lowered it back down and tried to free it, but to no avail. The moose ended up having to be killed, IIRC.

Just what I heard through the grapevine at work, so I could be wrong.

umm maybe they were laying powerline out and the moose got tangled in it and when they pulled the line up the moose got hung?

my second guess is it thought kerry was gonna get elected and hung itself before it was to late

OK,
I read about this in our local paper.  Local utilities were pulling lines, Moose heard rustling and went to check it out.  Got caught. Linesman wondered why the line was so tough to pull.  Went to check it out.  laughed their assess off.  Got pics.
Moose had a 62" rack.
Get this.  
The moose lived!
The animal was so stressed they killed it after it got back on the ground.  the rack belongs to the state but they can't find it now.
62" is a trophy grade rack.
gotta love alaska.

Yep, that is true.  It happened where I work.  

The utility was stringing about 50 miles of 138 kV power lines.  They lay the lines on the ground, hoist them up to the cross ties using pulleys, and then stretch them tight using a little Cat.  Moose got caught up in them - Rutting season, go figure.  

The moose was unharmed in the air.  They were going to tranquilize it after it got caught up in the lines on the ground, but the state figured it would die from stress anyways, and the meat would not be salvageable due to the tranquilizers.

THis was kind of hush-hush until the pics got out.  They were across the country in a matter of hours after they were given to several of us and newspapers were calling for permission to print them.  It was kind of ugly in the teleconference, til the Big Cheese said there had not seemed to be any negative fallout, and the only problem he saw was the moose did not have any safety gear on!
